Resilient Swansea the development of Swansea’s Adaptation and Mitigation Strategy and Action Plan
Resilient Swansea launched by the Swansea Climate Signatories Group in July 2024, is an ongoing project to develop and deliver on a Climate Change Adaptation and Mitigation Strategy and action plan for the county.
The signatories are listed below and have established Swansea Project Zero as a way of working with individuals, communities and organisations across the city
With warmer, wetter, winters and hotter, drier, summers expected to become the norm, local authorities across Wales are being asked to develop strategies and action plans to address climate change challenges, and Swansea is one of the first to do this! We have also taken a unique approach by working in partnership as the Climate Charter Signatories, through Swansea Public Services Board (PSB).


It doesn’t stop there, we are the first in Wales to take a bottom-up approach and consult with communities and businesses across the county. From the start we have had conversations with the people of Swansea to find out what they feel is important within their own communities; in the context of creating healthy and sustainable communities, fostering vibrant and safe places for people to live and work, as well as enhancing and protecting nature and the environment.
Those living and working in Swansea were invited to participate in one of a series of workshops that took place in September 2024, that aimed to bring together a wide variety of organisations, communities, residents and local businesses. The workshops explored the issues and opportunities relating to climate change in their area and began the process of setting out a roadmap for greener, stronger communities.
The outcome of the workshops and related work has informed a Technical Report of evidence that went to the PSB for information in February 2025. This is now being used to inform the writing of the Adaptation and Mitigation Strategy. The workshops findings will inform the Action Plan.
With the new Wales Adaptation Strategy now having been published, the Swansea strategy will align with this and the Action Plan will take a similar format.
We are actively looking for further funding to enable us to go back out into communities in September 2025, to consult on the Action Plan and continue vital conversations to ensure we are capturing your views and making us resilient for the long term.
